REGULATION

for the chess competitions

Twentieth Workers' Sports Festival with International Participation

Sts. Constantine and Helena resort, Bulgaria, June 5-9, 2024

1. Dates and place

The tournament will be held from June 7 to June 8, 2024, at "Odesos" Hall in Astor Garden Hotel, Sts. Constantine and Helena resort.

2. Composition of the teams

Teams are composed of 3 players. Women are allowed to participate in the teams. According to the regulation, substitutes are not allowed.

3. System of play

The tournament will be held using the Swiss System in 9 rounds. The draw will be made at 09:00 h. on June 7 before the start of the competitions.

4. Ranking

4.1. The team ranking is dependent on the number of the match points won in all matches: for a win - 2 points, for a draw - 1 point, for a loss - 0 points. In case of equal match points won, the following additional indices will be used:

4.1.1. Total number of points won from the all games

4.1.2. Result between the teams in the same point group according to the match points

4.1.3. FIDE Sonneborn - Berger for team tournaments

4.1.4. Sum of the results on boards for the whole tournament: for a win on first board 100 points are awarded, for a win on second board - 94 points are awarded, for a win on third board 90 points are awarded, for a draw - half of the points are awarded, for a loss - 0 points are awarded.

4.2. The individual ranking is determined according to the points won by the players on first board. In case of equality, additional indices are being applied - personal match, number of wins, more games with black figures. In case of equal indices, an "Armageddon" game will be played.

5. Game time control

The time control will be 15 minutes for a player until the end of the game with additional time of 10 seconds per move that starts from the first move.

7. Role of the team captains

7.1. All team captains are obliged to submit signed main team list to the referees.

7.2. The captain has the right to give advice to the players of his team to offer or accept a draw or to surrender the game. He can tell the player "offer draw", "accept draw" or "surrender the game". If asked by a player whether he/she should accept  a draw, the captain should answer with "yes", "no" or to suggest to the player to make a decision him/herself. All conversations are held in the presence of an arbiter.

7.3. After the finish of the respective round, the captains of the teams sign a protocol with the final result from the round and deliver the protocol to the chief arbiter.

8. Awards

Team ranking: teams ranked on the first 3 places receive gold, silver and bronze cups and medals respectively.

Individual ranking: the three best players on first board receive gold, silver and bronze medals respectively.

9. Arbiter

Competitions will be managed by:

Chief arbiter: Emil Petkov - national arbiter

The decisions of the arbiters are obligatory for all participants, but they can be appealed against in written form in front of the Tournament Committee by the team captain not later than 10 minutes after the end of the round. Appeals should be accompanied by a fee in the amount of 100 euro. The decision of the Tournament Committee is final.

10. Additional regulations

During play conversations between players, players and coaches and third persons are forbidden.

Players who do not play or who have finished their games are not allowed in the playing field, with the exception the captains of teams. Analysis can be done on the designed place - outside the playing field and only after the game has finished.

The players have no right to carry mobile phones or other electonic communication devices in the playing zone without the permission of the arbiter, except if they are fully turned off. If such a device produces a sound, the player loses the game. The opponent wins, except in case he/she cannot announce checkmate with arbitrary succession of legal moves. In such a case he/she will get half a point.

All players and captains of teams are introduced to the tournament regulation and are obliged to respect it.
